An intermediate study of political fragmentation, uneasy cooperation, and new strategic actors after the Covenant War.
LESSON 01
Victory Without Simple Peace
Distinguish the end of one war from the creation of a stable political order.
The alliance was contingent
Human and Sangheili cooperation helped defeat the Covenant leadership and stop the Ark crisis, but wartime alignment did not erase separate governments, interests, or memories. Cooperation is evidence of shared objectives at a moment in time, not proof of permanent unity.

Institutions survive changed conditions
The UNSC remains a major human institution after 2552, while former Covenant members confront new political choices. Postwar analysis asks which organizations persist, which fragment, and which acquire new purposes.

Successor Politics
Analyze why the Covenant's collapse produced several competing futures.
No automatic successor
The Covenant's end did not transfer unquestioned authority to a single replacement. Sangheili-led coalitions, remnant movements, local powers, and independent groups compete over identity, security, and inherited resources.

Labels require evidence
Terms such as remnant, alliance, or empire can hide important differences. A strong comparison identifies leadership, membership, goals, territory, and relationship to the former Covenant rather than treating every postwar group as interchangeable.

The Banished as a Postwar Power
Place the Banished within, but not wholly inside, Covenant history.
Origins do not dictate ideology
The Banished emerged from resistance to Covenant control, but they are not simply the old Covenant under another name. Their organization emphasizes power, autonomy, and negotiated loyalty more than restoration of the Great Journey.

A changed strategic map
The Banished demonstrate how a group formed during the Covenant era can become a major independent actor afterward. Their presence on Zeta Halo shows that postwar power must be assessed through capability and action, not only formal state lineage.
