FRESHMAN · HALO STUDIES

Major Factions and Powers

A category-aware guide to the institutions, alliances, civilizations, and threats that shape Halo's political landscape.

LESSON 01

Human Government and Military Power

Separate humanity's government, armed forces, and intelligence institutions.

Institutions are not interchangeable

The Unified Earth Government is a civil political order; the United Nations Space Command is humanity's major military organization; and the Office of Naval Intelligence operates inside that military structure. A character serving the UNSC does not make the UNSC synonymous with every human community or policy.

Power under existential pressure

The Human-Covenant War expands military authority and shapes later distrust. Reading human actions well requires asking which institution acted, under what mandate, and whether its wartime logic persisted into the postwar period.

LESSON 02

Covenant Hegemony and Successors

Distinguish the original alliance from the factions that survive its collapse.

A religious-political alliance

The Covenant is a multi-species hegemony governed through religious authority, hierarchy, and the promise of the Great Journey. Species membership alone does not determine an individual's loyalty, rank, or later political alignment.

Schism creates plurality

The Great Schism destroys the Covenant's unity, not every organization derived from it. Sangheili-led allies, Covenant remnants, independent keeps, and new coalitions pursue competing goals after 2552.

LESSON 03

Ancient Legacies and New Powers

Classify the Forerunners, Flood, and Banished before comparing their influence.

Civilization, parasite, inheritance

The Forerunners are an ancient civilization whose technology and choices structure the modern setting. The Flood is a parasitic threat whose spread drove the Halo Array's creation and activation. These are different kinds of actors, even when both shape the same conflict.

The Banished model

The Banished are a multi-species power organized around strength, material gain, and Atriox's leadership rather than the Covenant's original religious mission. Their use of former Covenant peoples and technology does not make them simply the old Covenant under a new name.
